Land resource is the carrier of human existence and social production.The essence of sustainable human society can't be separated from the sustainable utilization of land resources.Due to human destruction and pollution,the quantity and quality of global land resources are falling since twenty-first Century.At present,the new rural construction of the rural land demand is gradually expanding with the acceleration of urbanization in China.In addition,the relevant land management departments of the planning of rural land is unreasonable,weak supervision,resulting in illegal land use in rural areas.Rural land supervision departments can't discover illegal land cases and timely treatment,resulting in land resources management in villages and towns in the presence of weak supervision,supervision means backward,serious destruction of arable land,illegal land and a series of problems.In view of the problems of rural land,such as backward means of supervision,low efficiency of dealing with land events,frequent illegal phenomena and so on,this paper is based on the national mapping Geographic Information Bureau basic surveying and mapping project-"research and application of land management and service platform based on Grid".Based on the current domestic and foreign research experience of land management and the idea of urban grid management,this paper puts forward the method of irregular grid partition based on administrative divisions,and innovates the management mode of rural land.Based on the present situation and the demand of management of rural land,this paper designs the overall architecture of four layers of rural land grid management and service system: infrastructure layer,data layer,business logic layer,application layer.This study integrates the spatial data and attribute data of rural land to establish a comprehensive database.In this study,the rural land unit grid partition module,grid data acquisition module,monitoring and processing module and other basic function modules are realized with the help of information technology.The main research contents are as follows:(1)This paper analyzes the current situation of the research on land information management and grid management at home and abroad,and discusses the problems existing in the current rural land information management in our country.At present,there are three main problems: The level of land information construction is a big gap between urban and rural areas,the villages and towns are relatively backward;Rural land grid management model is still in the exploratory stage;the current Yangliu town Xintai city land management is still controlled by manual management.(2)This paper puts forward the method of irregular grid partition based on administrative divisions,and implements the management model of rural land grid.Based on the boundary of administrative boundaries,roads,rivers and mountains,the method of hierarchical spatial reasoning algorithm is used to realize the automatic partition of irregular grid elements in rural areas.Based on the partition of the irregular grid system,a new model of the grid management of the sheep town is implemented to further improve the land management process of the sheep town,and form a grid based management unit of the grid management system.(3)The demand analysis and the overall design of the rural land grid management and service platform construction are carried out.The functional requirements of the platform are analyzed,and the four layer architecture of the platform is designed,which includes the infrastructure layer,data layer,business logic layer and application layer,on the basis of high performance,easy operation,high robustness and other performance requirements.And a comprehensive database of spatial data and attribute data is constructed,which provides a reliable design scheme and data support for the realization of the platform.(4)This paper discusses the main information technology of hierarchical spatial reasoning algorithm,ASP.NET MVC framework model,spatial data access and visualization,Web Service platform.Based on the idea of hierarchical spatial reasoning,this paper realizes the function of automatic division of rural land grid.Taking ArcGIS API for JavaScript as the development technology of Web GIS,using Web Service technology to realize the real time communication of Web.(5)Taking Yangliu town Xintai city as an example,this paper constructs a grid management and service platform for rural land,and the basic farmland management system is developed relying on the platform.This research adopts the development technology of ASP.NET MVC framework model,combined with C#,JavaScript and other programming language on the platform of concrete construction,to realizes the concrete realization of the function modules,such as the grid data acquisition module,the monitoring and processing module,the basic function of the map,the user rights and so on.Based on the grid management attribute and spatial information service,the basic farmland management system is developed.It provides the functions of dealing with illegal cases,basic information maintenance and statistics,farmland facilities management and so on.
