With the popularization of computer, mobile phone in work and life,informatization has become a modern enterprise platform to achieve the standardization of the operation management and its one of the important carrier. The application of the information platform through the use of modern technology to improve the efficiency and level of the management. This paper mainly studies how to design and implementation of construction work movement control platform, the operation of the military infrastructure informatization construction, promote the standardization of the construction business, to strengthen the control over the process of the construction job site,vigorously promote standardization management system operation and improve infrastructure homework, so as to achieve effective management of whole life cycle of construction work.The research of the whole subject is divided into requirements analysis,system design, system implementation, system verification and analysis. The full text describes the completion of several steps involved in the course research process. After each step was completed, the work was summarized to improve the level of self-improvement. The goal of this research is to use the mobile platform portability, to realize real-time reporting infrastructure work supervision in time, accurate control, fundamentally improve the quality of the construction job management. Reduce the workload in the management process such as reporting, summarization and analysis, so as to improve the efficiency of personnel and reduce the cost of enterprise. Secondly based on the basic data in the process of infrastructure management, inherent risk identification process, dynamic risk assessment process, safety risk control in the process of informatization, which can realize the existing security risk management way to ascend, and improve safety risk control, reduce the safety accidents. Also can through to the infrastructure work especially infrastructure risk management process to achieve on-line examination and approval, simplify the process of information records, promote the implementation management requirements.The main core technology architecture of this research is JAVA. JAVA technology is mainly used to develop B / S (Browser / Server) web version of the system and C / S (Client / Server) mode Android applications. The development task of the two models increases the research workload and the difficulty of research. Which is the subject of Android mobile side of the development, Android system is based on the Linux platform open source operating system for mobile devices and tablet devices and other mobile terminal equipment. It mainly includes 4 layers of service, that is, the operating system, user interface and application. The application layer contains all the software that users need, without involving patent applications in the past.Android web service uses the WebKit browser engine, and has a touch screen features, graphics display more lightweight and more advanced display capabilities and also has the Internet function. Users can be on the phone through the mailbox APP to view their e-mail; can also be based on keywords through the map APP to search for positioning and so on.The design and development of the whole system is strictly in accordance with the standards of software engineering. In the standardization of the control process under the final design and development of a set of safe and stable software products.
