Tianjin Expressway Group mainly uses Sub Center and Toll Stations as two-stage management system within the jurisdiction of the highway network.But due to the different planning and construction time,rate standard,construction scheme,and various types of equipment in video monitoring system of every different road,it is unable to form a cooperative video monitoring system.That leads to many problems and shortcomings such as inconvenience in management,high costs of construction and maintenance,and limitations in expansion.Nowadays,the traditional video monitoring system has been unable to meet the demand of the development mode of the expressway,which makes it difficult for video monitoring to play a greater role in the expressway management system.From the video coding of expressway monitoring system,this thesis designs an e xpressway monitoring system to meet the network needs of Tianjin expressway;H.264 coding technology has been selected to complete the platform design based on t he research and analysis of the mainstream video coding technology.It introduces the existing expressway monitoring system,analyzes its target and requir ement,and describes the function frame and the features of the monitoring system;co mpletes the research and design of the video monitoring application program based on H.264,and the design of software architecture and function module as well.At present,the system has been successfully deployed,and has been running for nearly half a year.Through the terminal access,authorized personnel can access to traffic monitoring information at any time,which has played an important role in the emergency command.
