Establishment and operation of the public libraries should be insured by the library legislation. The public librarianship of the U.S.A. is one of the most advanced countries in the world, and its' library legal system is also complete.Due to the particularity of founding history of the U.S.A., every state of America has a very high degree of autonomy. Under the condition of abidance by the federal law, state has the power to establish library laws which is suitable within the scope of this state.New Jersey's public librarianship has reached a high level, and the public library legal system is complete, too. It worth learning and using for reference. In this paper, I chose New Jersey's public library laws as the research object. In order to be helpful to the public library legislation in China, I divided it into 6 parts (state library, establishment and running of the public library, public library funds, information resource sharing services, professional librarians' qualification and some other things about public libraries) and explained it with literature method, history method and case study method.
