The real estate development makes the land value-added tax has become one of the most important source of state revenue, promote the national tax revenue growth. However, the real estate project development cycle is long, the cost of the project involves complex, real estate business flexible way, which makes the calculation of land value-added tax complicated,affect the tax levy, there is likely to cause such as tax evasion.The main work of this paper is according to the needs of the settlement of land VAT in the process of risk management and risk early warning, the use of computer technology,information technology and software engineering technology, the design and development of a land value-added tax risk early warning management system, realize the project registration and monitoring, state monitoring, monitoring and management of liquidation audit tax monitoring function.This paper studies some necessary software engineering theory and technology, including software architecture, application framework and design patterns. For the research of software architecture, it focuses on the definition of software architecture and software architecture style, which is the origin, development and mature architecture style of software architecture.Application frameworks and design patterns are two different types of software reuse. The research on them is helpful to improve the design and implementation of the program.In this paper, the system needs analysis is carried out, including system business process analysis, system role analysis and system function analysis. Business process analysis determines the macro business process. System role analysis identified system user responsibilities. Functional analysis determines the boundary of the system.This paper describes the software system design, covering the software architecture design, code structure design, process design, component design and data table design.Software architecture design describes the hierarchical style of the system. Code structure design describes the package design and class diagram design. Process design describes the business process of the system function. Component design describes the components of the package and the deployment of components on the node. Data table design and description ofthe definition of business data.This paper describes the realization of the software system, which covers the system development environment, the realization of the software architecture and the realization of the system function. System development environment describes the system development of network environment and development tools. The realization of software architecture,describes how to design the software architecture. The realization of the system functions to select some representative functions, to achieve a description of the system, including the functional interface, process flow, the realization of the class, such as data related to.
