Research On The Government Supervision Of Internet Audio-Visual Program Communication

The 21st century is the age of information revolution. With the upgrading of Internet technology, people's work and life has undergone great changes. As a result of information technology breakthrough, the way people access information gradually convert from text to dynamic audio-visual program, which is the Internet media development trends and inevitable. As well as the Internet audio-visual program industry has been booming. However, the qualities of the Internet audio-visual programs have both good and bad. Some fake and bad information expand the negative impact of public interest in the process of communication through the Internet's special platform. The Internet is not a vacuum zone, for the problems of Internet audio-visual programs in the process of communication, are firmly to be regulated and corrected by our Government. Strengthen the supervision of Internet audio-visual program communication, is benefit to China's information technology construction.In recent years, the Chinese government issued a series of laws and regulations and carried out a number of special governance actions to regulate Internet audio-visual programs. Effective remove the Internet's bad audio-visual programs and ensures the healthy development of cyberspace. However, due to open, free and continuous upgrading nature of the Internet, combined with the civilian of Internet technology, the task of government regulate Internet illegal and vulgar information is arduous, the traditional regulatory approach is far from enough. It takes time and process to explore the regulation of emerging things, and many regulatory experiences are being perfected in the process of dealing with new problems. There are still some problems need to be improved and perfected about our government regulation of Internet audio-visual program communication, for example, lack of clarity of supervisory authority and responsibility, delay of legislative content, lack of supervisory development technology and so on. Therefore, the key to the study is to analyze the problems existing in the regulation of Internet audio-visual program communication, find suitable solutions, improve the effectiveness of supervision and promote the healthy and continuous development of Internet audio-visual program industry.This paper mainly adopts the qualitative research method. First of all, from the point of view of literature research, comparative analysis and case analysis this paper combs the basic concepts and related theories of internet audio-visual program communication regulation and summarizes the current situation of the Internet audio-visual program communication regulation and analyzes the problems existing in China's Internet audio-visual communication regulation. Meanwhile, through the sorting and generalizing the regulation experience of the Internet audio-visual program communication in United States & United Kingdom, analyses the reference significance to our country. In addition, from the research perspective of questionnaire survey, this paper conducted a questionnaire of public's Cognitive situation and conducted an expert questionnaire interview for Chinese government's supervision over internet audio-visual programs, collected important data and information. At last, according to the previous study and combined with the conditions of our country, puts forward effective measures and suggestions for Chinese government's supervision over internet audio-visual program communication. To strengthen the regulation of Internet audio-visual program communication is a systematic project, should fully mobilize the enthusiasm of government, Internet operators and service providers, industry organizations, Internet users and other parties, so that multiple interests will adapt mutual to format a joint force. And take comprehensive measure, for example, legal, administrative, economic, industry self-regulation, technology and others to play a regulatory role to enhance the regulatory effect. Hope that through this research and analysis, promotes the improvement of the internet security legal system, strengthens industry self-regulation, multi-regulation of Internet audio visual program communication, and provide valuable reference.
