The popularity of smart phones has reached an unprecedented stage, in addition to very few people who refused to use smart phones, older users and people in remote areas, we use smart phones every day. In the city, mobile phones have become an essential tool for most people. With the development of information technology and faster and faster mobile device bandwidth, the use of mobile devices becomes more and more popular, many enterprises and units also put some basic office business into the mobile side. The general sign-in mode is paper check-in mode. In order to eliminate signatures and promote electronic management purposes, the fingerprint identification punch card system, face recognition check-in system and card-type check-in punch card system are gradually implemented in the government, enterprises and other units. These methods have the same characteristics: the need for interaction between equipment and equipment as well as equipment and people, so their drawbacks show at the peak of the time. The flow of people will not only bring a problem of management confusion, but also affect the efficiency and accuracy of signers. Based on these circumstances, to develop a set of attendance service system to avoid the sign defect is particularly important.Dali Local Tax Bureau uses paper sign attendance management for a long time, the drawbacks of this form is very obvious that any person can replace someone else to sign. Based on the existing hardware devices, the paper adopts the lowest cost sign-in management scheme to carry out the sign-in service of the wireless network of the conference room and each department office,everyone connects the smart phone to the corresponding office wireless network to enter the Dali State Local Tax Bureau mobile sign-in system to complete the sign-in tasks. The task will be assigned to attend the meeting or sign work or get off work each time. The advantages of this system is simple convenient and efficient, and only the mobile phones certified by the units and workers know the corresponding password of the wireless LAN can enter the system to take sign-in operation, what's more, workers who are over 10 meters away from the login system can't sign,which will effectively prevent people from the occurrence of signing or punching for others.Considering the actual situation of the unit, for workers who have several mobile phones must bound one phone that they usually use, and should be identified by the unique IMEI certification,also rigorous verification mechanism should be used for workers who need to replace mobile phones.The system is based on the B/S architecture and Microsoft SQL 2012 background database.The sign-in information can be printed by the PC login system. The development environment is visual studio 2012 and the development language is ASP.NET. The system functions include the basic functions of user rights management, office staff information management, attendance service management, conference attendance service management and summary check-in information printing. The advantages of the completed mobile sign-in system are as follows: 1. Signing method saves time and effort because it avoid the crowded and queuing; 2. Check-in time is casual and check-in location is as broad as the WIFI coverage; 3. Check-in management system can achieve a unified display of data summary and report printing; 4. Easy to handle, to avoid the replacing defect of traditional sign-in. The system researched in this paper realizes the low cost, high efficiency and standardized mobile sign-in service management, which greatly facilitates the registration management of Dali local tax bureau.
