Design And Realization Of Bill Management System In Nanjing Power Supply Company

Cash flow is a fundamental driving force for enterprise development.Traditional cash flow-related theories believe that good profitability is not the only condition for constant healthy development of enterprises;in contrast, a steady cash flow is the primary precondition to maintain enterprises' operation. Business operation and management methods are often defined as ways to balance cash inflows and outflows for the purpose of supporting enterprises' various activities and maintaining the transfer of funds through cash liquidity and solvency, thereby optimizing the liquidity. However, with continuous reforms and advancement of enterprise management, the role of traditional cash flow has become rather single in business operation. Therefore, it's necessary to connect it with enterprises' production and operation processes, integrating it with value creation to make a great contribution to enterprises' profitability. Such a situation is very common in many power enterprises.Blindly sticking to old paths will only postpone power enterprise's development. Finding ways to help Nanjing Power Supply Company manage and control its cash flows is the focus of this article.Faced with the status quo of Nanjing Power Supply Company's cash flow, this paper proposed information methods to design bill management systems; found specific methods to manage and control cash flows through practices; summarized the day-to-day management and operation methods of various financial departments; achieved these functions in the bill system; and concluded the advantages of new cash flow management and control technologies through comparative analysis.To realize the bill management system, the authors conducted the research from three perspectives:(A) collection of massive information and needs analysis; gain an understanding of daily processes business halls and power supply stations under power companies, both of which are responsible for collection of electricity charges to learn the daily operation used to manage and control cash flows; ways for financial departments and business halls to distinguish between and manage these cash flows; lastly, practices of financial departments of listed companies to carry out timely and accurate accounting as well as sort through account information according to above 2 departments.(B) Design of the bill system; draw the E-R diagram for each business module according to the analysis on functional requirements and process of businesses,constructing the structure of database tables and designing the bill system.(C) Realization of the bill management system; using the management system of bills written in C# to build frameworks, achieve the transmission of foreground and background data, and prepare a manual for the bill management system according to the operation of each interface module.According to the testing and online operation of the bill management system, the authors came to the conclusion that the one-year development of this bill management system is successful. This system succeeds in integration and control of cash flow resources. It strengthens the integrated information management, improves the technical platform and enhances the data processing capacity, which contributes to higher economic efficiency. The successful implementation of the bill management system laid a good foundation for future development as well as the promotion and operation of bill management systems in power enterprises.
