Since the beginning of the last century 60 years, the software crisis has been plagued by the software industry. Nowadays, the rapid development of the information industry, all kinds of information-based software have mushroomed like appearance, big data, cloud computing technology swell exposed edge, however, half a century before the emergence of the software crisis has still not been completely resolved. With the gradual standardization of information industry, software project management has gradually replaced the software technology, which has become the most important concern of decision makers in the software project development.Since the advent of the concept of software crisis, people have devised a series of management methods and systems to deal with the problems brought by them. Since the early 90s of last century, the industry was born series for customer service software crisis brought about the system and standard, such as CMM, ISO9000 and CMMI, however, modular quality management requires a huge amount of management system as a support, for small businesses and low cost of the project, the management cost is high, limiting the number of enterprises in a certain extent.In this paper, a software process control model based on linear programming theory is described and designed according to the practical project of a unit of Chinese Academy of Sciences. Based on software process measurement data based for the project stage, facing the actual duration of a lead in a planned and actual activity duration lag to the planned duration of, to linear programming theory based of analysis and modeling, forming a set of independent model, and combined with the actual project data, using LinDo 6.1 software of optimum solution, validates the model. The purpose is to search a method that can be applied to small businesses and low cost of the project process control, and to improve the ability of small businesses and low cost of the project process control and cost saving.
