The Design And Implemention Of Data Exchange System Base On XML And Web Service

With the implementation of intelligence-led policing strategy, all kinds of public security applications are more active, the demand of public organs to other departments and information sources in criminal investigation and security management is increasing. Information resources is the sharing basis and simultaneously the shared security. Public security organs not only need to improve their information technology capabilities but also require information support from the community. The inter-departmental information sharing and service work are listed as an important task which are promoting next period in The Golden Shield Project Phase two of Ministry of public security, and the project clearly requires the sharing and services job among public security departments, government departments and social institutions should be accomplished through “the inter-departmental information sharing and service platform”.Such request is because all application systems of public security departments, and systems between public security and other government departments are difficult to achieve data sharing and exchange. And such request is because public security currently needs to achieve data exchange than ever before, they not only need to achieve data exchange between internal public security application systems, but also that between internal public security and government foreign service system.Nowadays, each level of public security has implemented interdepartmental information sharing work, however this information sharing service is developed separately because of each sharing needs, and it does not achieve the goal of “unified access channel, unified sharing policy and unified operations management”. Also the hardware environment,technology road map is still in its infancy, besides the work is lack of overall design and itdoes not suit the needs of future development. How to solve the inter-departmental data sharing between applications and exchange problems become a hot point of a research in the field of e-governmental data exchange, the key issues raised by the public security information sharing is also need to be addressed. Through in-depth research on XML and Web Service and other related technologies and combined with the specific technical requirements proposed in Police Golden Shield Project, this article comes out a data exchange thought based on XML and Web Service, which is view call system as a prerequisite for cross-platform data interchange, combines XML data exchange technology with web service technology, and develops the independence, low coupling, cross-platform and cross language calling features, in order to let the "inter-departmental information sharing and service platform" to obtain high efficiency of cross system data exchange.
