Now is the information society, "Internet plus" action plan, to promote the integration of Internet, networking, cloud computing, big data and traditional industry. The traditional production mode of ocean fishery is constantly being hit, if we can not conform to the trend of the times, the development of ocean fishery enterprises is bound to the crisis.China is a big country of fishery, fishing industry is an important basic industry. But in the last few years, it is difficult to meet the demand of the domestic market due to the serious decline of the fishery resources in the coastal waters, many fisheries departments have begun to encourage fishermen to build large boats to go fishing in the ocean area. Now, many coastal cities in China set up ocean fishing fleets, ocean fishing has become an important part of China's fishery. To develop the ocean fishery is beneficial to improve the structure of fishery industry, expand the space of fishery development, promote the efficiency of fishery and increase the income of fishermen. With the increasingly fierce competition in the pelagic fishery, all countries attach great importance to the competition of ocean fishery resources and market. The pelagic fishery of our country starts late, compared with the developed countries is still relatively backward. Therefore, to improve the international competitiveness of China's offshore fisheries is the most important task. Construction of large-scale ocean going fishing fleet and to achieve the systematic management of ocean fishing can greatly enhance the international competitiveness of China's Ocean Fisheries. Along with the continuous expansion of the ocean fishing fleet, fishing vessel scheduling will become more and more complex, simply relying on the experience of dispatchers dispatch boats not only low efficiency and scheduling scheme is lack of rationality. The fishing boat intelligent scheduling by using computer technology and networking technology will quickly adjust the allocation of resources and improve the efficiency of the scheduling work; to optimize the scheduling path, can reduce the operation cost of the fleet. So intelligent scheduling has become one of the most important research directions in many ocean fishery enterprises. In this paper, on the basis of analysis of the ship scheduling status and IOT technology in the pelagic fishing vessel application, combined with Beidou satellite positioning system, GIS technology and data mining technology, Intelligent dispatching system of ocean fishing vessels based on Internet of things is established.Based on the analysis of the principles and characteristics of the fleet scheduling of the pelagic fishing vessels, a mathematical model for the scheduling of ocean fishing vessels with time windows is set up. The model takes the minimum operating cost as the objective function, and analyzes the route of the fishing vessel to the fishing ground. Ant colony algorithm and genetic algorithm are used in the analysis of the model; these two kinds of modern intelligent algorithms have a unique advantage in the analysis of combinatorial optimization problems. Simulation results show that these two algorithms can effectively solve the scheduling model of ocean going fishing fleet. It also investigated the genetic algorithm in the selection and crossover strategy improvement in the article, using selection operator with elitist strategy and crossover method with adaptive capacity to solve the problem which easily to fall into premature convergence. We compare the traditional genetic algorithm by MATLAB simulation analysis to improve genetic algorithm of which easily to fall into premature convergence problem without improved genetic algorithm, and can get fewer operating costs scheduling scheme quickly.According to field researching in the offshore fishing companies and large ocean-going fishing vessels, we analysis the system needs to offshore fishing fleets enterprise scheduling, then design the based overall architecture of the Internet of Things wisdom offshore fishing fleet dispatch system, and design the function of each layer modules and databases by the overall architecture. In the catch out of storage areas, the use of RFID technology would import the catching amounts of data automatically to the fishing vessels server's database. We use the BDS system combines GIS technology to achieve real-time tracking of fishing vessels in the electronic chart. We use data mining techniques and ant colony algorithm genetic algorithm to analysis the scheduling route selection and scheduling optimized routes.Finally, according to B/S system development methods, the system uses PHP programming language and Baidu Map API technology to achieve the development of offshore fishing fleet dispatch system which based on the wisdom of things in the Eclipse development environment. This system makes registration login and user information management, fishing boats in the real-time location on the map and displaying fishing information, replaying the fishing boats, historical track, and automatically generating route scheduling fishing. The system can achieve the Ocean-going fishing fleet scheduling intelligently and improve offshore fishing companies' management efficiency.
