Recently, with the rapid development of Internet technology, residential areas are becoming more and more intelligent. However, energy metering management has been adopting the traditional management mode of "Manual meter reading-charge-payment" in most areas of our country. It has a low efficiency, a low management level, and a high labor cost, which has brought trouble and inconvenience to users and property management personnel. In addition, existing automatic meter reading technology is widely used in the development of C/S structure, the architecture not only has a high cost of development system, but also needs a relatively large investment in the later stage. So it causes a relatively low coverage in the residential area of automatic meter reading.In view of the shortcomings brought by the traditional meter reading mode and C/S automatic meter reading, this paper use java language, SSH frame technology and Tomcat7.0 server to establish and design the system based on MySQL5.6 database platform. The research of paper follows the object-oriented design and software engineering development process. Firstly, from the perspective of object-oriented modeling, the paper established three models of the objects, dynamic conditions and functions. Secondly, the overall design researched network topology, function modules and database design. Then, the detailed design of the system mainly described the data collection and storage, design of the PC management software and design of the WeChat public number. Finally, In the system implementation section, it carries on the partial function test to the system from both roles of administrators and users. The research result of this thesis is a complete set of Web automatic meter reading system and an application of WeChat public number. This system can complete the acquisition, handling and statistics of the electricity water and gas data, and display statistical data using graphical interface. It also can realize the payment of water, electricity, gas online and complete equipment and users' information management. WeChat public number offers a more convenient public inquiries and payment functions for the users.The management system using B/S mode to reduce the costs of system pre-development and post-maintenance. Implementation of management system has also verified the availability and practicality of the system. This paper has not only solved the problem of meter reading and management but also promoted the community's information construction and the development of smart city.
