Currently, project advance-fund and illegal bidding in construction market and competition in construction companies are increasingly intensified, market-oriented operation is lack of standardization, and the project will be failed without the advance-fund. In CSCEC, SCG, MCC, REG and other construction groups, the profits of construction section are below 2% and become lower and lower. Due to intense competition between the companies, many companies reduce the profits and even provide advance-fund in order to obtain the project, so that the construction companies cannot obtain the construction work without the advance-fund.Advance-fund makes the construction companies increase financial cost and operation risks, which causes the financial cost stays at a high level, profit margin is almost exhausted, and inevitably, losses will be incurred in the companies without scientific management. Many companies can only maintain the operation by digging internal potentials in order to self-rescue. By measurement, the material purchasing expenditure cost accounts for 60-80% of the project cost, the best method for digging internal potentials is centralized purchasing and centralized payment of the materials in order to reduce the cost and reduced the financial expenses. Due to the large demands of the construction company, the construction company must directly negotiates with the production company and establishes strategic partnership for centralized purchasing, reduces intermediate links, reduces proportion of fund payment, and reduces the capital pressure of the company. Meanwhile, it can also straighten out the idea, and plays a role in process reengineering and process supervision.In information age, networked purchasing management has become a trend. This article aims to solve the problems of confused management and separately working in material purchasing management of Tianrun Company, seeks the development and design of material purchasing management system, and establishes a material purchasing system platform through software development and design, in order to change the traditional purchasing method and achieve centralized purchasing, unified allocation and scientific management. It can also enhance material management,balance internal supply and marketing, and improve strict management. By price-volume analysis of the purchased materials, price changes of the materials in market can be realized, so that the materials can be timely stored, and the profits are increased. First, comprehensively and systematically study the material purchasing management system; second, by analyzing current situation of material purchasingmanagement, analyze the common problems in material management and various issues in the management, establish the material purchasing management system,summarize the design through in practice process of the project, and especially provide relevant solutions for important issues.By system development, material purchasing management, plan management,business data statistics, purchasing by invitation to bid, supplier management,operation management and business assessment can be achieved. By operation test and system function verification, the system development is completed, day-to-day business is promoted, and integration and linkage between various business platforms are quickly advanced, so that mutual promotion and mutual restriction are realized; by network office, human resource cost and time cost are saved business handling time is shortened, the project can be completed in the time limit, and the company will continuously develop and improve the business level.
