People's desire to consume caused by continuous growth of China's economic strength are gradually released nowadays. Now paperless consumption becomes to a primary consume way in people's daily life. However, when people have fun with paperless consume, more and more financial security and information security have been continuously exposed, which makes people are starting to focus on the safety problem of paperless consumption. The personal information of traditional magnetic stripe bankcard is stored in plain text form. This approach makes many criminals to have the chance to steal information. Since the intelligent IC card has its internal chip operating system, the data operation needs to require internal encryption and decryption every time. Therefore, the personal information can have a great deal of security in safety. Smart IC card is different from the traditional magnetic stripe card, which has enough space to store different types of data. So the smart IC card can be a really multi-purpose card by being written different applications. Based on security and availability, the smart IC card will be widely used. This paper adopts adaptive communication environment, message queue and share memory technologies to develop a city consumption system based on smart IC card, which realizes the consumption data processing, data reconciliation, liquidation of interactive and online services.First, this paper analyzes the business for city consumption, builds the business process model, and defines functional requirements and non-functional requirements. According to the requirements, this paper designs system architecture and subsystem, and in-depth study of the five key technologies:(1)Research and implementation of transaction processing framework platform, to optimize all the business processing module, reduce the code and improve the operating efficiency;(2)Using manage queue and shared memory technology to solve the inter process communication;(3)Design and development of instruction transmission scheme of smart card which can effectively solve the intelligent card online sales and charging problem;(4)Using multi-platform support mechanisms to improve the system compatibility;(5)Research and implementation of index and table driven technique to improve the ability of data processing.This paper analyzes and designs each subsystem from business model, requirement analysis, module design, and data design. Data processing subsystem is responsible for handling all kinds of business data. Liquidation subsystem is responsible for statistics and summary of all the transaction data and generates the liquidation file. Data exchange subsystem is responsible for the transfer and exchange of data. It is only export between the entire system and external system. Online sale subsystem is responsible for generating the corresponding instruction according to the data request. Data security subsystem is responsible for all transaction data authentication and data encryption and decryption functions.Finally, this paper performs the function testing and performance testing of the system, and deploys it in hosting room. Test and trial operation results show that the city consumption system meets the operator system requirements and can effectively provide consumption and liquidation service.This system mainly has the following features, different with other similar systems:1) Using offline consumption patterns. The trade data is placed in the consumer terminal. Before the end of the settlement date, the trade data will be uploaded through the Internet or mobile storage. Using offline consumption patterns can reduce the dependence on the network.2) The smart IC cards always authenticate and encrypt data, which can ensure the security and non-repudiation of consumption data. The city consumption system based on smart IC card also has a separate security module which can increase the security of the system.3) The system adopts centralized management account and trade data, which ensure unity of the trade data. Regularly liquidation batch and reconciliation document can protect the benefits of all parties.
