Design And Implementation For The Work And Residence Permit Integrated Service Management System Of Beijing

As the popularity of e-government grows, traditional means of human resource service have yet to meet the requirements of the new normal of social development. In coordination with the pilot reform of score-based household registration policy of Beijing and the context of informational transformation of e-government, Beijing Municipal Human Resource and Social Security Bureau has conducted detailed analysis on the policy, function and procedure of personnel and talent work of the personnel work in Beijing, and built the multi-functional administration system in relation to the certificate of work and residence in Beijing. The system comprises three sub-systems, i.e. the administration system of the certificate of work and residence in Beijing, the administration system of introduction of top talents from other areas in Beijing, and the multi-functional administration system for returned overseas Chinese students in Beijing. The mechanism of the certificate of work and residence secures the quantity control over the inflow talents, and enables those who work and start businesses in Beijing to enjoy a citizenship treatment here. The talent assessment system is established to evaluate talents in a scientific manner based on performance, contribution and competence, so as to give them access to Beijing, accommodate them, give full play to them, and mobilize them. Such effort will drive the restructuring and building of the talents of Beijing toward a more scientific and reasonable trend, and will attract more talents in need to come and serve the economic and social construction of Beijing.This paper analyzes the current situation of the household register and talent management in the first place, and put forward the subject of the study. Based on the analysis of the architecture of B/S application as well as the related technologies, with the application of basic theory of software engineering, the system is described in details from the demand analysis to the design, realization and test of the system, covering a whole process to realize the information management system based on B/S architecture. As for the connection between this system and the interface of the existing government intranet, the paper proposes a design including the uniform authentication interface and the import interface for history data. The system is designed and realized to assume a comprehensive and systematic control over the e-government information-based system. It is a material embodiment of the score-based household registration policy, which is of practical significance and value of application. So far the system has been launched for use in stable operation, and has provided efficient and quality service to more than 200 government organs, 30,000 enterprises and public institutions as well as 200,000 middle and top-level talents in Beijing.
