Marine radar simulator plays an increasingly important role in the training of seafarers, competency assessment, and scientific research. International Maritime Organization IMO(International Maritime Organization) adopted the ? STCW78/95 Convention ?( "Seafarers Training, Certification, and the International Convention on Standards") which has also made a number of specific requirements on the radar/ARPA simulator in 1995. With the vigorous development of seafaring, the current users' requirements of the radar simulator fidelity become increasingly high. With the development of GIS technology, remote sensing technology, computer technology, systems modeling and simulation as well as other technologies, putting these techniques into practical use on the navigation simulator also become possible.This article obtains the elevation information through parsing the Geo TIFF files, which can be converted to raster space with DEM through the analysis of geographical space, and then use the elevation value of each point tore generate a new image, then assign the elevation value to pixel values; in this way the elevation values and pixel value can be put correspondingly again. Then the shading of evaluation information of each scan lines can be detected in details. That is to say, according to evaluation, determine which points will be displayed, which point will be shaded. During shading judgment, the range resolution generated by the pulse width of real radar is taken into full account, which applied to the shading judgment, so the simulation image can further fit the real radar image and the fidelity can be increased.
