With the fast economy growth and upturn living standards, people take care of their own and family members' healthy more and more. As a common and frequent disease, heart disease has been a concern due to its rapid onset and high fatality rate. Belong with the continuous development of computer technology, wireless transmission technology and internet network technology, the design and development of ECG telemonitor system is paid more attention. In this thesis, a platform of ECG information analysis and diagnosis was developed based on the Java language, so that users could monitor their own and family's health conditions, which had a great significance on the prevention and diagnosis of heart disease.Firstly, the requirement and feasibility were analyzed, and the framework was design according to the requirement analysis, including design of ECG collection module and platform functional module. In the former, it was implemented that the communication mode between collection equipment and server, as well as the protocols between collection equipment and platform; and in the latter, the functional module was specific divided.Secondly, the relevant technology on this platform is selected, including the selection of WEB framework based on MVC, data transmission format, and picture library.Thirdly, the whole design process of the database was analyzed, including the configuration of Hibemate file in the platform, and the detail design of the database.Lastly, the implementation of each functional module was analyzed. (1) In the extraction and storage module of the ECG data packet, the designs included the encryption and decryption based on Base64, the extraction process, and storage process; (2) In procedure interface module, the interactive layer interfaces of database, logical operation layer and tool interface were designed; (3) In the disease auxiliary diagnosis module, the hybrid programming of Java and Matlab was realized through Matlab Builder for Java interface; (4) In the display module, the ECG data transmission between background and foreground was implemented using JSON format, then the partial refreshing was accomplished using JSF technology, and finally the ECG data display was achieved using Highcharts tool; (5) The consulting module was designed using MVC mode, resulting in the communication between users and doctors. After debugging, the functions of the platform were met expectations and operated stably.
