The exposure of Prism Event shows that the great potential safety hazard exists in information security of our country. Network equipment, as a carrier for the information transformation, its localization is in urgent demand in China. Domestic processors, domestic programmable logic devices and Ethernet switching chips have a good prospect in application. On the other hand, the demand of broadband data services and multimedia business put forward much higher requirements on the performance of the network equipment. VPX standard based on the technology of high-speed serial bus with high performance, high reliability, expansibility and excellent architecture, has been widely used in modern communication. This thesis does systematic study on the domestic chip and the VPX standard, and designs the exchange control board based on the VPX with background of information process equipment. The main content of this thesis includes:Studied on the VPX standard. In combination with specific requirements of high performance routing exchange platform in this thesis, using rational serial bus technology and platform topology which make the platform has good expansibility. and on the basis of completing back signal design of exchange control panel, it puts forward a universal serial indicator design based on FPGA, which uses two data bus to control 128 lights. at the same time, the programmable feature of FPGA ensures the convenience for system upgrading and extension.Completed design and implementation of the exchange control panel. In order to meet domestic demand, it establishes the core components: processor, exchange, chip and programmable logic devices using home-made devices. Through adequate market research, it chooses the reasonable components to seek the function of the machine. For the layout difficulty of printed circuit board caused by the complicated design of domestic peripheral devices, it puts forward the solution of stack module, and furthermore, makes the reasonable module partition scheme, completing module circuit schematic diagram and PCB diagram with the help of mentor software.Completed the design and development of domestic programmable logic devices. Based on the software development process characteristics and the analysis results of domestic programmable logic devices, it chooses development process of the ISE(comprehensive, implementation, flow generated) + Fabric Configuration. In ISE development environment, it completes the module program designs of the SPI interface, serial indicator interface, and reset control, etc. based on VHDL, and realizes the clock chip programming configuration, light control and the reset control of each chip. Based on the Fabric Configuration software, it makes the realization of the program's burning.Completed function and performance tests of the exchange control board. The thesis sets up the exchange control board first, and then inserts the exchange control board into exchange routing device to do interface and performance test. The test results show that the control scheme design is reasonable, which achieves the desired effect, and also provides a scientific reference and engineering guidance for the application of localization devices.
