This thesis states Municipal Electricity Company's electrical power supply business management software development. This software's development goal is to raise the accuracy and efficiency of the company's global planning and operating level to support the enterprise's competitive position in the market.The thesis applies software engineering's methods and techniques to accomplish the software's requirement analysis, design and programming with focus on the following works. In the aspect of requirement analysis the thesis discusses the major functions of electrical power supply planning and production operating, and the functions of power supply marketing information analysis and statistics along with the data processing methods in details and the related use case models. In the aspect of software design the thesis discusses this distributed system's three-layer architecture and each important component module's structure and the internal processing procedures, along with the software module's designs in detail and the database design model. In the aspect of programming. The thesis discusses the system programming methods with C# and Oracle database server and the system test methods and results.Municipal Electricity Company's electrical power supply business management software behaves well during its initial running phase in the following aspects. Firstly it significantly raises the power supply production operation's accuracy, and secondly it significantly raises accuracy and timeliness in the company's marketing operations. In consequence the development of this software reached the active conclusions for the company's power supply business management.
