With the continuous development of the national economy, the way people communicate and communication media are constantly evolve and rich. In recent years, the increasingly rapid development of wireless communications technology, especially with the Internet of Things, Internet + and other new forms of social trends, makes wireless communication technology become an important part of the economic and social development in the new era. The wireless communication is a way using the propagation characteristics of the electromagnetic signal in a free space to exchange the information. Depending on the application and communication protocols, civilian short-range wireless communications technology can be divided into telecommunications technology, big data wireless communications technology, short-range communications technology and other categories. In 1998, the Institute of Electrical and Electronics Engineers(IEEE) adopted the 802.15 Working Group, and began to have general standards and protocols of the short-range wireless communications network. In particular, on the base of the IEEE 802.15.4 Working Group, the low rate short-range wireless personal area network is expected to become the new hot research field in short-range wireless communication with the character of energy consumption and low cost. Through the short-range wireless communications network, the coverage of a small wireless network can be achieved within a certain area. The feature of the short-range wireless communication network makes it have a better application and development prospects in the modern health care, mine rescue, smart home and smart metering market in China. The research focus of this paper is to build and the application of the short-range wireless communication system.Si4438 is produced by Silicon Laboratories Inc.(Silicon Labs) with short-range low-power RF transceiver chip, which has a greater advantage than CC series chip produced by the Texas Instruments(TI) on low-power performance, power control and simplicity of peripheral circuits. In this paper, the core chip RF transceiver of the short-range wireless communication system is the Si4438 chip. The experiments used the PIC16(L) F1947 microprocessor as the core controller, designed the wireless communication hardware module based on Si4438, was combined with the typical circuit chip and functional requirements, designed the basic peripheral circuits, and programmed this software. In the experiment, PIC16(L) F1947 microprocessor chip communicated with Si4438 chipthrough SPI, and via API instruction, it controlled Si4438 property configuration and realized various functions like transmit, receive and interrupt.For the Si4438 chip's feature of frequency range and power consumption, and etc applies to Chinese smart metering network, this paper also studied the application of Si4438 short-range wireless communication system based on smart metering area. The protocol of the wireless communication network in the meter reading system references the Statute of DL / T 645-2007 multifunction meter communication protocol. According to the characteristics and properties of short-range wireless communication system, a set of communication protocols for wireless meter reading was designed. And according to the function requirements of wireless meter reading terminal, memory circuit metering module, AD conversion module, DC VRLA modules and other hardware circuit and software program was designed based on the IIC communication technologies.Proven showed Si4438-based short-range wireless communication technology is reliable, and it also achieved the desired effect and designed requirements, and the basic functions of the wireless communication system and the peripheral modules was completed. And, the system design architecture of the smart meter wireless communication and the basic applications were studied. Also, it has played a positive role in the rich technical reserves of the short-range wireless communications technology and in the way of enriching the smart metering.
