In recent years, with the explosive development of the mobile industry,mobile phone configuration has been continuously improved, research based on mobile phone platform has become one of the hot topics, such as information acquisition, image processing, data transmission etc, which makes license plate recognition system based on mobile phone platform becomes possible. Traditional license plate recognition system generally based on fixed desktop platform, image acquisition is not flexible, especially for traffic management department, Register the violation vehicle license plate is very inconvenient. Therefore, this paper puts forward the a method based on the Android mobile phone platform for license plate recognition.The license plate recognition system based on Android platform is designed in this paper, which can be run on the Android 4 mobile phone. It is convenient to carry, not only to complete the license plate recognition, and after the completion of the recognition, the license plate recognition results, time, color, etc, can be send out through the form of text messages.The main research work of this paper is as follows:First of all, the existing license plate recognition algorithm is studied, to find a suitable algorithm to run on the Android platform in many algorithms. This article first through the smart phone's camera to obtain a license plate color image, and then the collected image treatment, including the YUV model of gray, the piecewise linear transformation of gray pulled, binarization, Roberts operator edge detection, by Hough transform to correct license plate, through double projection and gray level jump method to locate the license plate location. Finally, through template matching the license plate recognition.And then complete the design of the system UI interface. The algorithm simulation and interface design did not based on VS 2010 and OpenC V platform, due to the limitations of the Android platform, every recognition process are performed separately. Run the application, the system will enter a 3S to the welcome screen, at the end, the system will call the mobile phone SMS function to send the recognition result.Finally, the system will install the mobile phone for testing. The test results show that the system has a higher recognition rate, fast running speed, and can send out the recognition results, greatly saving hardware resources, price ratio, and easy to carry, it has certain application value.
