With the advancement of city modernization, the number of vehicles, especially private cars is growing fast. The vehicle brings great convenient to us but it also cause many problems. Under this circumstances,the License Plate Recognition(LPR) began to play a more and more important role in current urban traffic management. But the traditional license plate recognition system is based on a fixed platform, image acquisition is not flexible. Therefore, the license plate recognition mobility at tracts people's great attention. This paper concentrates on license plate location and license plate character recognition, and then design a palm traffic police system based on mobile platform. This system can solve traditional illegal parking vehicles management issues, it has practical significance in our life. The main contents are as follows:(1). License plate location. After analyzing the images taken by mobile platform and according to analyze the inherent characteristics of license plate, this paper propose a license plate location algorithm suitable for mobile platform. This algorithm based on color features and edge features of the license plate. Based on color features, license plate location is completed for the first time. On this basis, realizing the second license plate location based on the edge features of the license plate region. Through testing on a database of 1086 images, experiment results show that the proposed method exhibits a strong ability to reject noise, and the success rate of localization is very high on the mobile platform.(2). License plate character recognition. Because the mobile platform has a low computational ability, this paper puts forward a license plate character recognition algorithm based on Local Binary Patterns(LBP). And according to the characteristics of license plate characters, this paper propose an improved LBP for Chinese characters recognition; For English letters and numbers, this paper use uniform LBP(ULBP) in character recognition.(3). Accomplish a palm traffic police system based on Android platform. This system makes full use of the characteristics of the mobile platform, traffic police can achieve quick image acquisition and recognition based on this system.
