With the rapid development of the Internet of things, car networking and increasing the number of cars, the intelligent transportation system is required more new applications. As one part of intelligent tran sportation systems, the license plate recognition system( LPRS), which are consisted of the signal processing, computer vision, pattern recognition and other technologies, has to face some new challenges, the traditional fixed camera license plate recognition system can not meet the new requirements of the increase. The license plate recognition technology based on Android platform can be used in the areas of supervising the parking lot, and the traffic management department that can register the illegal license plate automatically, ect.One kind of LPRS based on the Android platform on the smart handheld device is proposed in this thesis. According to the traditional license plate recognition step, first, in the process of image preprocessing, the license plate image is simple processing, base on the Open CV function library. Secondly, in the course of the vehicle license plate location, the method of the prior license plate profile is used to accurately locate the contour of the vehicle. Then the license plate is completed by judging whether it is license plate or not.This judging method called the six character contour algorithm is better than SVM classification algorithm after comparison. In the process of character segmentation, Chinese character segmentation method using a priori knowledge of the Chinese character is used to segment Chinese character and Segmentation method based on character contour is used to segment character, and then normalized. Then, in the process of character recognition, with a comparative study between template matching algorithm method developed in this paper and artificial neural network multilayer perception, the template matching method is selected as a method of character recognition lastly.Finally, using the Java Native Interface(JNI) technology and Android native development kit(NDK) technology, the license plate recognition algorithm written in C/C++ were compiled into dynamic link library for Windows and Android upper application to call respectively, and the development of license plate recognition software base on Android platform is completed.
