With the development of new media and mobile terminal, user generated contents have infiltrated into various medias and been an important part of media source. The usage of user generated contents have four forms, the first one is integrating user's contents, the second one is promoting program by means of user production platform, the third one is user's involvement in news reports by negotiation, and the fourth one is providing new service function for news communication.Due to the deficiency of the existing laws and regulations, as well as the fact that media get lost in the gamble between marketism and professionalism, ethical misconduct or controversial events frequently appeared in the usage of user generated contents. Based on several specific cases, such as trample event in Shanghai, Li Guangyao's death event, groping event in Shanghai metro line 9 and an old man's hitting event in Beijing, some kinds of ethical issues have appeared in the usage of user generated contents:invading right of privacy, boosting internet rumors and emotions, proving reversed news. In addition, the paper comb the application specification of user generated contents, which includes existing legal framework and internal constraints of industry.Based on the dispute of information reasonable use standard, the ambiguous definition of public interest, the unclear laws and regulations, the imperfect self-regulatory system, the gamble between marketism and professionalism, etc, the paper analyze the difficulties in the usage of user generated contents. The paper tries to put forward the following suggestions on this basis. Firstly, regulate the acquisition activities of user generated contents:treating various media differently, specializing rules and regulations. Secondly, improve the verification mechanism of user generated contents:establishing a network for confirming information, developing information verification tool, setting up an independent regulatory agencies of privacy. In addition, as a special status, the middle network service providers can help media filter user generated contents. Finally, discriminate the application range and method of user generated contents:determining the scope of public interest and adjusting the emphasis of coverage appropriately.In the long run, user generated contents will account for an increasingly great part in the news sources. Therefore, for solving the ethical issues occurred in the application of user generated contents, the media need to improve the awareness of self-discipline, and the authorities should play the role of heteronomy. In view of the unsettled difficulties, the media should also comply with the norm premise strictly, strengthen self-discipline and heteronomy, and make efforts to create a better news propagating environment.
