Inter-Satellite-Links(ISLs) technology can be an effective way to solve the problem of building supporting ground facilities all over the world, and to improve the anti-destruction of the GNSS(Global Navigation Satellite System). However, with the ISLs network function of GNSS itself is a complex system, and the technology is frontier at the present stage; So, builds such system is a process of high risk and high cost. Ground test has proved to be an effective way to cut down the risk of the ISLs network construction. Under the significant background, this article introduced a ground test and verification method under the incomplete GNSS system. All contents of this paper can be summarized as follows:(1)Built the communication model for GNSS; ISLs ground data transmission model and satellite data transmission model are built under the GNSS wireless communication key technologies, which includes ISLs ground injection, satellite down-link, inter satellite measurement and broadcasting transmission models;(2)Built the evaluation model for GNSS; The function, index and performance layer evaluation models based on RFT(Requirement-Focused Thinking) are established under the task of communication requirement of GNSS satellite networking.(3)The combined virtual and physical networking ground test technique was proposed for GNSS, which is based on the dynamic characteristics of the GNSS system. And FSM(Finite State Machine) based on the optimization model was suggested to carrying out the test;(4)Built a GNSS ground test system frame with the above test method, and made it to realistic in LAN; Multiple aspects of tests verified the effective of the GNSS ground test method; And then evaluated the GNSS key networking technologies under the communication models.Comprehensive technologies and feasibility are considered in the virtual and physical combined technique, and it had been verified in the real project; So, it is of practical significance for the development of GNSS ISLs'follow-up test.
