Method On Missing Information Supplement For Emergency Case Based On Network News

With the development of society, all kinds of emergencies that the human face, such as earthquake, fire, debris flow, etc., are also constantly increasing in the frequency of the events and event scale, and produce a greater impact and damage to safety of people's life and property. At the same time, frequent emergency makes the scale of the case that stored in the case base to continuously extend. These case resources will become the important decision basis for policymakers after similar emergencies occurred in the future. However, at present, most of cases have not been fully utilized. Tne reasons that impact the utilization rate of emergency cases mainly have two parts:on the one hand, the cases are stored in a variety of forms. It is difficult to handle those cases of unstructured text. For the convenience of computer processing, cases tend to be stored by structured form, on the other hand, the quality of the case is uneven. The integrity of the case plays a key role for the study and its result of the emergency case. Therefore, how to improve the overall quality of cases in the case base and reduce the difficulty of the emergency cases's utilization become the key issues which ensure case-based reasoning and emergency decision-making smoothly.In order to better support case-based reasoning and emergency decision-making, solve the problem of the missing information of the case, and improve the accuracy and applicability of case study and decision-making, this paper presents a method on missing information supplement for emergency case network news oriented. First of all, analyses the content and structure of a large number of emergency case, and according to the characteristics of the emergency scenario evolution, presents the scenario representation method of the case based on knowledge element theory. Secondly, in order to provide supplement gist of the case, defines the element set of the vision case, obtains the vision case of the case from similar cases to supplement the case, and builds the matrix describing the integrity of the case according to the element set of the vision case to identify the missing information in the case. Then, extracts the missing attribute value from the relevant network news of the case, and combining the characteristics of network news, solves attribute values conflict by comparing the credibility. Then, completes borrow supplement of the missing information based on the static and dynamic properties in knowledge element. Finally, develops the prototype system of emergency case information supplement to prove the feasibility and validity of the method.Extraction and supplement which network news oriented and borrow two supplement processes based on the matrix describing the integrity of the case in this paper, through two supplement to perfect the emergency case, so as to achieve the purpose to solve the problem of incomplete case directly. The case that completed supplement can improve the accuracy of case-based reasoning, and make emergency case more complete to present to the researchers and policymakers, it is conducive to the research and decision-making of the case.
