It needs a lot of facilities for higher vocational college's research. The scientific and orderly management for the facilities can improve the efficiency, save expenses and provide better service for research work. What I described in this paper is how to make use of the computer hardware and software technology to construct a management system, which can meet the requirements of higher vocational colleges. This system is based on the WEB framework of JSP Model2, which evolved from MVC Model. During the process of analysis, design and development, researchers use the tool of UML to complete the systematic design. On the framework, it makes use of the BSS(3-level) framework to design the system, using J2EE development technology and other software to complete the exact work. The Paper follows the standard procedure of developing to introduce the system. It describes which function the colleges need and how to operate in the system. Then researchers finished the system's macro-design and database design. Through the model of database, we can understand the relationship between different charts. In the section of detailed design and system-constructing, the Paper focuses on the core function of the system, and partly displaying the key code. The higher vocational college equipment managing system is to help the colleges realize the information-management of purchasing, daily use and equipment maintenance. It can record the entire procedure, from purchasing the scientific research equipment, equipment storage/use/maintenance, until equipment expired. In the final part of the paper, it mainly introduces the testing of the system, mostly on integration, unit testing and the relevant test results. It proves the system can successfully satisfy the need.
