With the acceleration of urbanization, construction industry is also in rapid development state. People are still plagued by the problems related to construction, especially the noise and dust generated in the construction site. It is a key problem to use information technology to achieve real-time effectively monitoring the construction process, as well as to prevent excessive noise and dust.This paper describes the design and implementation of Noise and Dust Monitoring System. According to the requirement analysis, this monitoring system is divided into Data Monitoring and Collection Module, Query and Statistical Analysis Module, SMS Alarm Module, Task Assignment Module, Device Management Module, Project Management Module and Law Enforcement Official Management Module. Data Monitoring and Collection Module communicates with sensors distributed in construction sites. It sends commands to sensors and receives data sent by sensors. Besides, it judges the received data packets, filter out illegal data packets and stores the correct data into database. Q uery and Statistical Analysis Module presents a fo ur- level grid display of the data and according device location. When noise and dust data continue to beyond the regulation level in the following times, SMS Alarm Module will send alarm short messages through telecommunication network to relative project managers or the relevant law enforcement officials. Task Assignment Module realizes the generation of penalty document template, the view of history record, the fraud punishment of illegal site. Device Management module manages all the sensors and their working parameters. Project Management Module produces the management of all projects, such as the configuration of project manager and law enforcement officials. Law Enforcement O fficial Management Module manages the account of the law enforcement officials.This Noise and Dust Monitoring System employees SSH framework and B/S structure. It uses My SQL database for data storage. It uses TCP connection in communications between sensors and Data Monitoring and Collection Module to realize stable data transfer. Geographic Information System is also used to make the operation friendly. SMS modem is used to send alarm messages if it is necessary. Apache POI technology is employed for document generation. To friendly display the user interface and efficiently show the sensored data chart, we use Jquery Easyui and Highcharts in our system.We used multiple sensor devices distributed in different regions of Xi'an city to collect noise and dust data for four months of testing. The test proved that all functions of this Noise and Dust Monitoring System worked well. Besides, this system is reported by Shaanxi satellite TV and some other media. This system can be deployed for commercial use.
