In central government work report of 2015, integration of three networks is mentioned again. With continous advancement of China broadband strategy, construction of the next generation of radio and television network will also speed up and its development meets an important opportunity. At the same time,rapid development of information and communication technology,dramatic change of external environment and especially emerging media(for example,network video and Tencent WeChat) are changing people's production and life style. The development model of traditional radio and television is difficult to adapt to the requirements of Internet age.Traditional radio and television requires a comprehensive transformation in internal system,resorce allocation and business model, in order to adapt to changing information society and constantly satisfy people's mutiple,various and changeful demands for information culture. Faced with impact from network and television business which rises rapidly in recent years, broadcasting industry needs to seek a breakthrough in its network transformation and business innovation. How to integrate reasonable planning of existing resources,construct the next generation of broadcasting network and manage it has become a problem which broadcasting industry needs to address.With the development and application of information and network technology, industrial boundary between traditional radio and television broadcasting and the internet become blurred gradually and a new industry shape has formed. Convergence between radio and television broadcasting and internet leads to more similar products and service, which not only intensifies competition between radio and television broadcasting and the internet, but also enhances cooperative space of both. On the basis of Internet video site service evaluation method, this paper uses AHP and entropy method to design comprehensive evaluation system for cooperation partners from the angle of radio and television broadcasting concern. In addition, according to static game model, this paper analyses CVP model during bilateral cooperation in order to provide a theoretical reference for radio and television broadcasting and the internet to choose partners and cooperation mechanism.
