Street Office(The Township) is an agency of the grassroots government. And Neighborhood Community is an important organization for the government's social management and public service, it is also an significant bridge between the government and the public. Street Office and Neighborhood Community are undertaking more and more fundamental matters of social work, the staff of which are bearing more and more onerous work. Considering this, how to effectively improve work efficiency and how to reduce staff repetitive labor has become an important issue to burden the grassroots employee. Inspired form this, the integrated service management system is developed in this paper.In this paper, considering the actual case of the Street Office in Lixia District of City Jinan, the needs of integrated service management system is researched and analyzed. By using of object-oriented ideas, the design and implementation of the system are studied combining with practical. The entire integrated service management system has been divided into 5 parts: the public serving system(touch screen), the outside street office network portal, basic information database of area residents, basic information database of district units and the messaging platform.The street integrated service management system for Lixia District of City Jinan is based on the.NET Framework platform, using B/ S(Browser / Server) mode. Based on the MVC mode three-tier architecture, which are user layer, business logic layer and data access layer, the framework for the entire application is consisted of access control module, the database link module, information dissemination module and workflow engines, etc. The whole platform is simply operated, and various functions can be expanded according to demand. At the same time, it enjoys the maintenance rights management, ensuring the scale, the reliability, and the security of the system.Finally, the functional testing and performance testing for the system are studied. By analyzing the testing results and research of the operation status, we can come to the conclusion that this system meet the basic needs of the current use.
