With the development of Internet and mobile communication technology, WAP has already become the global main criterion for the mobile termination to visit wireless information service, and it is the technology foundation to realize the mobile data as well as the increment service. WAP helps the wireless users access to Internet through the mobile phone or other microbrowser, and provides the more convenient and rapid channel to acquire information.It requests extremely high efficiency of information for flood prevention decision-making. Comprehensive, timely and accurate information is the base of flood prevention decision-making. With the limitation of local environments, the flood prevention directors have difficulty in gaining the newest flood prevention information through Internet. Combined with the characteristics and demands of flood prevention, this thesis designs and develops the informatization management platform based on WAP wireless communication system, and provides the information mobile service and the initiative information "push" service, guarantee information real time transference.The thesis's main content as follows:1, Introduces the common enterprise level application framework and the development techniques--J2EE, MVC design pattern and studies the essential techniques of wireless portal--WAP, WAP Push and so on. The thesis analyzes system characteristic property and system design principles. Based on the above principles, the thesis puts forward the system frame and the platform logic structure, illuminate AAF frame based on J2EE in system in detail.2 , Design the informatization management platform based on WAP wireless communication system, and the platform is divided into Web and WAP two subsystems.The services of timely information about water and raining have been implementation in WAP subsystem, moreover, Web subsystem provides friendly management interface of wireless system and customization based on Web. The main task compartmentalizes the functions, designs database and user's interface of each module.3, The informatization management platform implementation. The thesis describes the implementation class structure of each module, at the same time, the system have been tested and can run normally, besides better stability.This thesis designs and develops the informatization management platform based on WAP wireless communication system, which has simple operation, clear information expression and friendly user interface. This wireless portal has reasonable organization structure and comprehensive content, can effectively enhance the efficiency of flood prevention information and satisfy the needs the flood prevention service.
