The information age has arrived, along with the development of computer science and technology. With the tireless efforts of all kinds of software companies in the world, the electronic, automatic office technology has developed unceasingly. At the same time, the demand of social welfare agencies becomes diversely. In order to improve the efficiency of office and reduce business processes, these welfare agencies gradually are inclined to use the intelligent computer management software. Welfare System is set up in this background, Medical Welfare Subsystem is one of its subsystems.After analyzing the background, current status and medical agencies'demand, the major research in this paper is the management and inspection of medical applications. Medical Welfare Subsystem is developed by using object-oriented Java language, Eclipse development platform, WebOTX server, Oracle database, etc. This subsystem has a three-tier structure which is based on B/S structure and MVC design pattern. It realizes system login, wrong verification, repeat judgment, confirmation statistics and expense payment.Medical Welfare Subsystem is not only an integrated solution, but also provides the strict user jurisdiction management and the reliable information security management. It's powerful, flexible and easy to use. Meanwhile, the landscaping of system interface and the testing of concurrency control are still inadequate, which need to be improved and expanded in future system maintenance.
