Since Guangzhou rural commercial bank established, it pays a lot of attention to construct relative information systems with the development of banking business. Recent years, the bank focuses on the global, bases on existing branch and tries hard to expand new areas, the customers are now all over the world. The foreign exchange remittance and settlement system is in such a situation therefore established.The system is a swift standards based remittance and settlement system. This paper first introduces some of the relevant concepts and development technologies, then analyzes the system requirements, including functional requirements and non-functional requirements. Functional requirements mainly introduces the inward remittance, outward remittance, position management, message sending and receiving, anti-money laundering and query search functions, non-functional requirements mainly introduces the performance requirements, safety, reliability, maintainability, extendibility and ease of use. After the analysis of the system, the system is designed, including the structure design, function design, database design and security design, and on the basis of all the design, the system completes its research and development.The system is programmed by Java language, meanwhile realized on the basis of ORACLE database. Before the system is put into operation, it experiences a number of tests and trial operation, and finally succeeds in putting into operation. After the formal operation, each function module makes the processing capability of the business enhanced, which can effectively improve the efficiency of foreign exchange remittance business, therefore the service level of the bank's foreign exchange remittance service is improved.
