Since the end of 2008, China Telecom has been committed to providing high quality and comprehensive information services, which is mainly due to its perfect and advanced resource system database. After the local pipeline resources are counted, all the data are entered into a database which can be unified management, so as to carry out dynamic management. Pipeline resource is the fundamental guarantee for China Telecom to more comprehensive coverage of customers, but also a very important strategic resources. As early as in twentieth Century, Yinchuan Telecom resource management system has been far from the rapid development of the network, many cases are unable to effectively manage the resource data, in order to solve this serious problem, making the network more stable and controllable, we must build a more efficient resource management system in order to ensure the more severe business operations in a more solid hardware.This system uses the B/S system architecture,9i Oracle database platform, and Windows 2010 server graphics server as the theme of the operating system, and the terminal operating system generally uses a relatively stable WindowsXP/2010, graphics platform is mainly used MapX Mapinfo 5 control. In this paper, the system is based on the geographical information of GIS, the Yinchuan area of all the network resources are all displayed in a plan, so that the unified management, the distribution of the entire region's telecommunications resources more intuitive to reflect. The system is divided into user rights management function, resource occupancy information query, resource location query, resource analysis and early warning functions and various pipeline data import and statistical functions. Because every year there are a large number of new users, so the system of each module also need to update, in order to meet the needs of users and enterprises themselves. In this paper, the performance and operation of the system is mainly based on the chart, the chart makes the complex system more intuitive, to meet the needs of most people. Because the operation of the telecommunications industry needs to deal with large capacity data, so the system also has the function of dealing with mass data.The design of the local network management system using Windows layout format for the user to provide a friendly interface, simple operation, easy to operate, of course, for the customer information processing system security performance is relatively high, long-term operation is relatively stable. This system can make the processing of large capacity data more quickly, in the promotion of enterprise service quality, but also makes the operation more simple, improve the overall work efficiency.
