The state-owned system enterprises e-commerce service platform(as SEESP) is a electronic business platform that is builded by the SASAC which is according to the requirements about the municipal government and the leadership of the SASAC for electronic commerce work. The SEESP combines the function of the SASAC that supervises and services for state-owned enterprises, and integrates resources of state-owned enterprises by the SASAC. It is unified construction and will service for all state-owned enterprises. It will be centralized maintenance and overall operations by the SASAC after the completion of the platform.First, this paper analyzes the present situation of Tianjin state-owned enterprises system of internet banking and electronic commerce to determine the feasibility of the construction of platform. And then, it expounds the process of system construction and implementation from several aspects that includes requirement analysis, outline design, detailed design, key technologies and concrete implementation on the development and application of electronic business service platform of state-owned enterprises as the background.The SEESP adopts a layered construction principle which is to handle services, functions and infrastructures separately. The main task is to construct one center and five platforms. The center is a electronic commerce data center of Tianjin state-owned system. The platforms includes the electronic business platform, the supply chain management platform, the financial services platform, the electronic payment platform and the integrity of the system platform. The center carries main applications and collects data. According to different characteristics of enterprise groups, the platforms can be used independently or coordinate many works to adapt the development of different groups, different enterprises, different industries and different business flexibility.The data center carries the uniform electricity supplier portal, the unified security center, the big data center, the authentication center, the service center of electronic contract and the external interface. It collects all data to be used. By the used of big data technology, it filters the data and generates data cube that is sliced to be analyzed. According to the main applications, it establishes the exclusive data model and the index system to complete the data analysis. The results of data analysis provides feedback to the SASAC that uses to supervise state-owned enterprises intelligential. And it also provides feedback to the enterprises that uses to support management decisions. The five platforms completes their respective functions.The SEESP docks external interfaces unified, integrates internal resources, and generates advantage resources. It also docks third party logistics resources, users resources, financial resources and so on unified. So it can get support from high cost of external resources.
