Microfinance is a financial activity which especially provides continued small amount of the credit service to the low-income group. In 2005, a lot of microfinance institutions have been established in 5 pilot provinces with the salutary experience drawing from the international experience such as Bangladesh. Shanxi province, as the first pilot area, has established nearly 600 microfinance companies covered around 119 counties during the past 10 years, which is good to the county-level economic development. Therefore, it will be a good topic to study how to further regulate and improve the healthy development of entire province's microfinance, as well as how to enhance the ability of risk-control and compliance management with regard to small amount of the credit companies.This paper will utilize the methodologies of software engineering to create information system for Shanxi microfinance companies. The information system, based on B/S structure, is a business management system especially used for loan approval, contract management, personnel assessment and process management during the process of loan approval to loan clearance and risk control to customer service. The main function of information system includes document management, credit management, loan management, historical records inquiries, system interface, repot management, business process, information management as well as system management. The use of microfinance information system is conducive to enhance the ability of risk-control, risk-regulation and long-term development for microfinance companies. Nowadays, this system has been debugged successfully and has been widely generalized to the whole province. This system is easy to control and runs steadily, which basically meets the needs of development for microfinance companies.
