Nowadays, video monitor is used more and more widely in the urban transport and security system. Owing to the mature of image processing's technology, we can combine the image processing's technology with video monitor. In this way, we can improve the intelligent performance of products, improve productivity, and reduce human intervention. With the continuous development of the city, urban management will be integrated with the platform. Integrated intelligent network camera will play a big role in the urban management.This paper's integrated intelligent network use Davince's DM6446 dual core processor. ARM manages the system, and the algorithm runs in DSP. In order to be convenient to the product's integration, this paper use ONVIF which is used more widely as the network transmission standard. This paper finished the development of ONVIF, the cutting of the ONVIF, the adding of the ONVIF. And this paper finished the RTSP video stream with FIFO and live555. This paper also finished the camera's model design and algorithm transplantation.This paper innovatively introduces the IEEE1588 to the intelligent network camera. IEEE1588 can help two or more camera's time accuracy reach submicrosecond. Based on it, this paper proposes a speed testing method, which is installing two cameras in the both ends of the tunnel. As we get the accurate time, and the length of the tunnel is fixed, we can calculate the car's average velocity during the tunnel. This method can prevent the behavior that drivers brake before the measuring point and then drive over the limited speed. And this method can avoid the influence of flash lamp to the driver.Integrated intelligent network camera has great reusability. The camera's function depends on the algorithm. In this way, the development of the algorithm and the platform can do individually. So we can improve the work efficiency greatly, and expand the camera's using scope.
