National Mobilization is the fundamental interests of the people for the purpose of the legal system as the basis, in order to promote their social balanced, healthy and sustainable development for the purpose, through the development of proper and effective public policy, scientific and rational integration of community resources mobilization process. China is a country with a strong tradition of national mobilization, strong national mobilization of both our foreign enemies to deal with, call the hard way and means, but also China’s important ways and means to overcome the crisis of the public.With the increasing trend of economic globalization, countries at the same time enjoy the achievements of modern civilization, public crisis emerged. Large devastating public crisis and rapid dissemination of information in the information dissemination process of information dissemination will appear deviation, etc., so that the occurrence of a serious threat to public crises of life and property safety social stability and people. Therefore, in the public crisis spread to construct national mobilization system, make full use of the system inside and outside the country to mobilize various resources, regulate information dissemination of public crisis, maintaining social order is imperative.According to the national mobilization of public crisis communication strategy issues raised, this article will take data analysis, case analysis of three methods, and political science, sociology, management and other interdisciplinary analysis of a combination of research methods, from six chapters to Research conducted national mobilization strategy.The first chapter is an introduction, will focus on the research background, significance, literature review, research methods, and innovation of this paper. The second chapter is a public crisis communication and theoretical analysis of national mobilization, this chapter will focus on the definition of public crisis, the need for national mobilization characteristics and definitions, characteristics, elements of national crisis communication and public mobilization. Chapter III national mobilization system for the main object is divided, with the earthquake crisis in 2008, 2010, Dalian oil pipeline explosion crisis, in 2011, Wenzhou train crash crisis and the 2014 crisis, the Kunming Railway Station fear of violence as the research object to our public crisis countries to mobilize the main object advantages and problems as the purpose of the country since the king of social media during the crisis systematically combing build a government-led media as the main force, the public dissemination of national mobilization system objects. The fourth chapter will analyze and summarize the social media era since our public crisis communication problems in the national mobilization strategy and begin its analysis of the deep-seated causes of problems from the political, economic, cultural and psychological factors. The fifth chapter from the National Mobilization three major forces- the government, the media, the public point of view to proceed, puts forward the corresponding national mobilization strategy, and formed a complete, practical, targeted public crisis communication the National Mobilization Strategy proposal. Hope through research and analysis in this paper, from the perspective of the theory and practical application of theoretical significance and application value to support our public crisis spread to countries mobilization mechanism.
