In recent years, with the building energy consumption in the proportion of total energy consumption increasing year by year in our country, the importance of building energy efficiency is becoming increasingly prominent. Building energy consumption data is the foundation of building energy efficiency. It is the foundation of analysing the potential of building energy efficiency, establishing building energy efficiency goals, decomposition and implementation of building energy efficiency tasks, evaluation of building energy efficiency. Based building energy consumption data, building energy consumption trends can be predicted. It provides a basis for the building energy efficiency policy and planning. However, lack ing of building energy consumption data has become the consensus of the industry. It limites the work of building energy efficiency. Due to lacking of building energy consumption data, it is difficult to develop building energy efficiency goal, quantify decomposi tion and implementation building energy efficiency tasks. And it affects the smooth development and energy efficiency evaluation of Ministry of Housing and Urban-Rural Derelopment and even the whole society. Combining with the building energy consumption data monitoring requirements, a building energy consumption data collector is designed and implemented.Firstly, analyzing the research background and current research of data collector, this paper propose the research objective and main content. Secondly, combining with the design requirements, it provides the overall design of data collector, in which S3C6410 is chosen as a embedded processor and Linux as the embedded operating system. In addition, RS-485 is used as communication interface among data colle ctor and meters. Thirdly, it offers the hardware design of data collector based on the S3C6410. Also, it describes the core-board resources. In addition, it offer s the circuit schematic and explanation of power module, ethernet module and RS-485 module. Fourthly, based on embedded Linux operating system, Boa Webserver, Java Script, SQLite, XML and data encryption, it provid s software design of data collector. Fifth ly, it offers the software implementation of data collector, which include building embedded system environment, the transplant of U-Boot, Linux kernel, root file system, Boa Webserver, SQLite, Tiny XML, Log4 cplus and the modules software realization of data collector. Finally, based on the design requirements of data collector, it has builded test environment for data collector and tested the functionality and performance of data collector. Results of the tests show that the data collector accord with the anticipative design goal.
