In recent years, with the popularity of the information system, more and more enterprises have decided to use the intelligent software system to deal with their daily operation service. As the communication technology advances, the fourth-generation of mobile data communication technology(4G-LTE) began to flourish, and it will replace the3G and2G communication technology in the future. In order to meet the new communication technologies and the market situation, the demand for the fourth generation mobile communication technology operating systems also emerged. In the current market environment and promoting national policy, a set of orders for the4G mobile service activation and resale system launch is imminent in the current environment.This paper, which is based on the current operation support system, analyzed the current and future development trends in communication environment, and it also detailed the characteristic and the role of telecom systems. This paper summed up the basic function of the system and designed a set of feasible solutions.Firstly, from a technical point of view, this paper introduced the key technologies which are used by the system. Then it used the technology architecture of the system as a starting point to introduce the system at all levels, and gives a detailed description and analysis. To solve the problems encountered in the system, it gives the queue and given hot standby disaster recovery solution, and the related discussions. After discussing the system architecture, it determined the position and role of the activation system in the whole sub-telecom system (Operation-Support System, OSS). Then it demonstrated the detail design of the system architecture. According to the requirements, the system is divided into the following functional blocks: receive module, dispatch module, command analysis module, network scheduling module, order replay module, configure and monitor module. Every modules were analyzed and designed in the paper. And then in order to ensure that the system can support all the duties of the activation sub system, a test was introduced in the end.System testing showed that subsystem can achieve activation function of telecom operation support system, and it can support a large amount of data,it is able to provide customers with good experience and enhance business efficiency.
