Government and department of civil defense could quickly and exactly transmit antiaircraft alarm signals depended on civil air defense alarm. When disaster or emergency occurs, the alert system of air defense will inform people at the first time. With continuous development of science and technology, air defense alert system plays a more important role, and the force is no longer exist in the future world war, it has changed into high technology war, and the victory or failure mainly depends on high technology. In order to our country free from foreign interference, we have put forward higher requirements to the real-time of air defense alert system.The content of this paper is by using network cameras, network video servers, bridges, and ARM S3C2410 to accomplish the purpose of video surveillance, video streams are treated by network cameras and network video servers, the video streaming transmit through wireless Internet, and then the pictures are displayed on the terminal in order to realize the monitoring and research of site. Network cameras connect with network video servers in order to complete the video streams coding and compression, and the compressed video streams are transmitted to the terminal through the bridge; which are used to observe the site conditions and make corresponding processing. The standard of network video servers is H.264, which with unprecedented high compression ratio, this program can handle a variety of video applications and network transmission. You must have knowledge of stream media such as the principles and details of RTSP, RTP, before the study of coding standard of H.264. ARM S3C2410 with a display terminal is used to display in order to meet our expected demand. This article uses the Samsung S3C2410A controller, which connected with the Windows CE.NET4.2 operating system. Hardware and software have been described in the article, the hardware system design includes:memory circuit, LCD interface, serial port, SD card interface, and some introduction of considerations and principles for the circuit board design. Software system includes the Windows CE.NET operating system, reduction, compile, the process of the system image programming, and the application software design of the system.
