Talent cultivation has become the core issue of social development in the background of strategic project for personnel training.The crux lies in education.The State Council has made greater efforts to boost vocational training,increase the input to vocational education and extensively carry out talent strategy in order to cultivate more skilled personnel for development of new era.Meanwhile,to help more people with skill improvement,the country has issued some subsidy policies in favor of those skilled personnel.Opinions of the State Council on Comprehensively Deepening Construction and Reform of Teaching Staff in New Era clearly put forward the continuous improvement of treatment to teaching staff.Under the multiple action of the highlight to talent strategy,vocational training,skill training subsidies and improvement of treatment to teaching staff,the roles of teachers are largely increasing.D Training School plans to increase training programs and enlarge the school size,which both require a large number of qualified teachers.Therefore,balanced score card(BSC)based teacher performance appraisal is urgently needed for attracting more teachers,improving treatment to teaching staff and increasing staff motivation.Based on the above-mentioned situation,D Training School is now facing the problems such as out-dated full-time teacher performance appraisal,closed process,no difference between the well-performed and poorly-performed teachers,lack of right of petition and absence of part-time teacher performance appraisal.Therefore a research on BSC-based teacher performance appraisal was carried out among full-time and part-time teachers.Literature research method was used to collect performance appraisal index;questionnaire survey was used to determine performance appraisal index;analytic hierarchy process was used to assign performance appraisal index weight and PDCA was used to complete the performance appraisal design when planning the full-time and part-time teacher performance appraisal.The teacher performance appraisal of D Training School was taken for case study by describing research background,significance,target,method,technical route and innovation and considering the balance score card and performance-related theories,to analyze the problems in full-time teacher performance appraisal starting from the current status of the teacher performance appraisal in D Training School.Thoughts on part-time and full-time teacher performance appraisal was optimized because of the join of BSC,including the reason and necessity of choosing balanced score card,principle of utilization and design thinking.Based on the part-time and full-time teacher performance appraisal design plan,performance appraisal index,weight assignment and appraisal explanation were schemed out.Finally,performance amendment fund was set up and information-based system was also used to research performance appraisal procedures and supporting measures,including performance distribution method,establishment of teacher performance appraisal committee and improvement of relevant systems.This paper is of innovative research significance that it enriches the research material for corporate training school's design of BSC-based teacher performance appraisal.Moreover,this paper researched part-time and full-time teacher performance appraisal based on BSC by going deep into the D Training School.
