The in-service training of teachers can help them to update the teaching knowledge,develop professional knowledge and skills,and promote the development of specialization,enhance the effectiveness of teaching,but also it's an important factor to prevent job burnout.Finnish excellent education cannot do without excellent teachers and the formation of excellent teachers in Finland depends not only on the quality of the pre –service teacher education,but also the in-service training system.The paper focuses on the in-service training of primary and secondary school teachers in Finland.Finnish “research-oriented” pre-service teacher education has laid a good foundation for in-service teacher training.The form of in-service training is diversified and the in-service training courses are highly targeted.By learning from the successful experience of Finnish primary and secondary school teachers in-service training,so as to provide suggestions and reference for the in-service training of primary and secondary school teachers in China.This paper mainly includes five parts.The first part analyzes the theoretical basis of the in-service training of teachers in Finland,and mainly analyzes the concept of inclusive education,lifelong education and research-based Teacher Education.The second part analyzes the development process of Finnish teachers' in-service training according to some relevant policies and regulations.It includes three stages,before the comprehensive school reform,after the comprehensive school reform and in the process of Bologna.The third part analyzes the role of Finnish teachers and the four reasons why the Finland teachers' occupation is popular.And then analyzes the sources of funding,in-service training time;training needs and specific implementation of in-service training.The fourth part summarizes the characteristics of in-service training of teachers in Finland,and makes a prospect for the future development of Finnish teachers' in-service training.Finally in view of the China's national conditions and based on the Finnish experience and characteristics,putting forward some suggestions and enlightenments.
