Since the 21 st century,all countries in the world of the fierce competition in overall national strength.There is no doubt that science and technology competition is the core of economic power and comprehensive national strength competition.Fundamentally,science and technology competition,is the competition between talents and education.And train high quality applied talents,has become an important mission of higher vocational education in C hina.To establish high-quality double-certified teachers,is the key to improve the teaching quality in higher vocational colleges.Construction of the high quality,reasonable structure,efficient double-certified teachers' team,is helpful to improve the teaching quality and teaching efficiency,to make the breakthrough in the current reform of higher vocational education.This research applied Expert Interview Method,Behavioral Event Interview Method,questionnaire survey and Mathematical Statistic Method to build the model of double-certified teachers' competency.Based on the characteristics of the double-certified teacher competence elements analysis,related material collecting,screening and validation,the researchers built a higher vocational college double-certified teachers' competenc y model,compiled the double-certified teachers in higher vocational colleges competency questionnaire,and investigated the competency of double-certified teachers in higher vocational colleges.The results show that the higher vocational college double-certified teachers' competency model includes a pleasant personality,management ability,teaching ability and scientific research quality,achievement motivation and self concept.The competency questionnaire of double-certified teachers in higher vocational colleges,has a good reliability and validity.Using self-made questionnaire to survey double-certified teachers,the researcher found that the double-certified teacher's competence level is acceptable,and greatly influenced by gender,teaching age and professional factors.double-certified teachers' competency problems include: the overall level of competency is not good enough,competency of all aspects of development is not balanced.Through the analysis,the lack of concept understanding,system construction,training links and individual initiative is the cause of these problems.On this basis,the researcher presented suggestions of improve the competence,which includes strengthening the system construction,attaching great importance to the assessment and incentive,promoting teaching reform and the scientific research.
