"Double-competency" teachers is the important component of teaching staff in higher vocational education .With the rapid development of higher vocational education, the proportion of "Double-competency" teachers will become larger and larger. "Double-competency" teachers is different from other kinds of teaching staff and has its own particularity. How to manage the teaching staff and has in the scientific way become a significant subject.The dissertation studies the subject in four respects:The first chapter sets forty the characteristics of higher vocational education, analyzes the requests of "Double-competency" teachers management and quotes the two theories-Human Resource Management and Teacher Specialization.The second chapter learned about the problems of the management system of "Double-competency" teaching staff in the higher vocational college through questionnaire investigation and interview:(a)Unitary teaching staff source. "Double-competency" teachers qualifying system of higher vocational education still isn't established;(b)Not high company knowledge. Industry and education combine loosely; (c)Much lack of "Double-competency" teachers .Ability of practical operation can't be improved;(d)Not enough policy patronage the teachers haven't much initiative;(e)Not matched policy .Part-time teacher has many problems;(f)Lack of drive mechanism .The aim of teaching staff training isn't clear(g)Not scientific mechanism of evaluation .The teachers have much pressure;(h)Lack of "Double-competency "teacher training system. The teachers complain so much .What's more the dissertation analyzes the problems.The third chapter is comparison research. It introduces teacher's management of higher vocational college in Japan, America, Australia and gains some enlightenment;(a)Establishing stringent system of teacher's qualification;(b)Developing part-time teachers and enhance establishing of teaching staff of higher vocational college;(c)Establishing scientific system of test and assess;(d)Carrying out fostering before work and strengthening training during work.
