Research On The Third Party Evaluation Mechanism Of Advanced Specialized School In Japan

Since its establishment in 1962,Japan’s advanced specialized school has trained a large number of creative and practical talents for Japanese enterprises,which play an irreplaceable role in the development of Japanese economy after World War II.Talent training Japan’s advanced specialized school can not be separated from the good evaluation mechanism,Japan has basically formed a relatively mature evaluation mechanism,including internal evaluation,external evaluation and the third party evaluation.The third party evaluation in China is still in the exploratory stage,so improving our country third party evaluation mechanism has become an important research topic in the future,the paper starts the relevant research on National Institution for Academic Degrees and Quality Enhancement of Higher Education(referred to as NIAD-UE)and Japan Accreditation Board for Engineering Education(referred to as JABEE)through tthe literature research method and comparative research method and case analysis method.At first,the paper introduces the production and characteristics of Japanese advanced specialized school,including five years of education,special education focused on the experimental practice,the graduates received high valuation of the industry and setting of the industry.This paper expounds the generation and development of the third party evaluation agencies,taking the official evaluation institutions NIAD-UE and the non-governmental evaluation institutions JABEE as an example,and analyzes specifically the reasons of the two choosing evaluation institutions.Secondly,starting with NIAD-UE and JABEE,this paper analyzes comprehensively four aspects,including the evaluation purpose,evaluation of policy,evaluation criteria and evaluation process.With Kobe City Industrial College of Japan as a case,the paper introduces it in particular and analyze the evaluation purpose,evaluation principles,evaluation standards and evaluation process specifically.At the same time,the paper concludes the characteristics of JABEE evaluation,including including the training target location accuracy,the combination of organization and institution,the evaluation standard and flexible,paying more attention to the comprehensive application ability of multi subject.At last,the paper summarizes the advantages and disadvantages of NIAD-UEand JABEE in the evaluation of the third party.In the global context,the paper puts forward some recommendations to perfect our country third party evaluation,including clear evaluation purpose,strict organizational structure,supervision advanced with the times,The evaluation process of the combination of supervision and feedback and the construction of diversified evaluation mechanism.
