With the popularization of higher education in our country, higher education evaluation has put forward higher requirements.Higher education evaluation is an important means to guarantee and improve the quality of higher education. In our country,government-led evaluation of higher education can no longer meet the current needs,we need to vigorously develop the third-party evaluation of higher education.Relevant policy documents also repeatedly stressed the need to accelerate the construction of the third-party education evaluation mechanism. The third-party evaluation of higher education in China is still in its initial stage, and its development lags behind, and its authority, professionalism and credibility are questioned. The third-party evaluation institutions should be as a "buffer" role between the government and universities. However, colleges and universities participate in the evaluation passively, government is still acting as both "athletes" and "referees",it is related to the contradictions and conflicts between the relevant interest subjects(government, colleges and universities, and the third-party evaluation institutions),their incompatibility can cause many problems.Under this background, this study draws on the experience of the developed countries to put forward suggestions on the construction of the coordination mechanism among the stakeholders of the third-party evaluation of higher education in China. This study takes the relationship between stakeholders in the third-party evaluation of higher education as the research object.Based on the stakeholder theory, governance theory and triangular model theory, this paper studies the coordination relationship among the government, universities and the third-party evaluation institutions in the United States, the United Kingdom and Japan, and the current situation and existing problems of the relationship among the three stakeholders in China. In view of the existing problems and drawing lessons from foreign experience, this paper puts forward some suggestions on how to construct the coordination mechanism among Chinese government, universities and the third-party evaluation institutions. This paper is mainly composed of five chapters: Chapter One is the introduction, which introduces the background and significance of the research, research status, research content and research methods of this research. The second chapter is related concepts and theoretical basis, based on stakeholder theory, governance theory and triangular model theory,the-third-party evaluation in developed countries are analyzed in order to provide reference for the third-party evaluation of higher education in China. The third chapter analyzes the nature of the third-party evaluation institutions and the coordination mechanism among the interest subjects in the third-party evaluation of higher education abroad. The fourth chapter analyzes the relationship and existing problems of the three aspects in the third-party evaluation of higher education in China through the interview method. The fifth chapter is the construction of the coordination mechanism of the interest subjects relationship in the third-party evaluation of higher education.
