With the change of social and economic development patterns from quantity to quality in china,higher education development patterns has also turned from government management to joint governance.In the context of the popularization of higher education,higher education evaluation is still dominated by the government of China,and self-evaluation of higher education in China is not in line with the development requirements of the current era and the law of higher education development.It is inevitable to cultivate and develop the third party evaluation of higher education.However,in addition to the constraints of Chinese traditional social culture,it is also restricted by internal factors such as the lack of independence,professionalism,impartiality and utility of the third-party evaluation,which makes the development of the third-party evaluation of higher education in China lag behind,and the evaluation results cannot be generally recognized by the government,universities and society.This paper compares the third-party evaluation of higher education in China with that of foreign countries through literature research and comparative research.To understand the development status and problems of the third party evaluation of higher education in China Through investigation and research.The crux of the problem lies in the absence of relevant national legal system,third-party evaluation organization management system,industry standard system and application system of evaluation results.In order to improve the third-party evaluation system of higher education,it is necessary to deal well with the relationship among the government,universities and the third-party evaluation,that is,to establish the external legal system of the third-party evaluation.At the same time in order to solve the problems of the third party evaluation we should establish the internal management and organization system of the third party evaluation.The principal-agent theory solves the legal relationship between the three parties,the public governance theory well explains the important role of the third-party evaluation institutions in the governance of colleges and universities,and the comprehensive evaluation theory becomes the specific operation standard of the third-party evaluation,which well solves the problem of the self-construction of the third-party evaluation.This paper proposes the SMART framework based on the principal-agent theory,public governance theory and comprehensive evaluation theory.The SMART framework includes external third-party evaluation system construction for institutional construction and attribute innovation,as well as internal third-party evaluation system construction for operational norms,application expertise and goal orientation.Then it puts forward the external institutional framework of national legal system construction and subject innovation institutional construction,and the internal institutional framework of normative operation institutional construction,professional application institutional construction and developmental evaluation institutional construction.The third party evaluation system of higher education in China should be jointly established from the internal and external systems,so as to promote the healthy development of the third party evaluation of higher education of China.
