Mechanism Study Of Regional Cooperation In Higher Education

Higher education in China has developed from quantity growth to quality breakthrough,constructions like regional higher education integration and higher education mega center have reflected higher education cooperation to a certain extent.In this process,the activities of universities will also make effects on the areas,but the current policies are limited to improving the quality of higher education,not really figure out the meaning of higher education and their region.This study puts forward the idea of regional higher education serve the region together,sums up the mechanism through OECD countries’ practical experiences,especially Busan area in South Korea and northeastern region of England.Combined with the reality of regional higher education development in China,there are some driving force and obstacles during the cooperation,so suggestions are made for the stakeholders.The main conclusions are as follows:(1)The results of case analysis show that the regional policy,the development of higher education institutions and the development of the region are the common background in Busan area and northeastern England’s regional cooperation.Together with the reality in China,we can see the differentiation of higher education system,the construction of major function oriented zoning,and the shared interests in the regional innovation system are the main driving force.And the lack of university classification standards and positioning,institutional barriers,and the lack of coordination between universities and other organizations are the main obstacle to regional cooperation in higher education.(2)The mechanism of regional cooperation in higher education reflects the interaction between the stakeholders and the systematic functions of higher education institutions for social services.The form of regional cooperation in higher education cannot be separated from the three functions of higher education institution,and should return to the essential function of higher education.According to the orientation of higher education institutions,the interaction among the three functions must be balanced.(3)The central and provincial governments should play a guiding role in regional cooperation in higher education,by regional policies and financial support.It also requires deep reform of the higher education management system in all aspects.The subordination of higher education institutions,the classification and orientation of colleges and universities,and the autonomy of higher education institutions should all be concerned seriously.
