With the advent of the era of knowledge economy and the persistently promoting the strategy of reinvigorating the country through science and education,the reform of management system of colleges and universities is also constantly deepening.With the enrollment expansion and reorientation of features of university and college,more autonomies are endowed to them and at the same time higher requirements on their management are put forward.How to apply the advanced performance management theory and methods in colleges and universities to assess the managers' performance and work efficiency in a comprehensive,scientific,accurate way has a extremely vital influence on the development of higher education.As an indispensable m anagement group,the managers' work is tedious,comprehensive and difficult to quantization,which makes it difficult to apprise their performance and becomes main focus to debate and study in education.This paper focuses on the evaluation m odel and method of college managers and takes the performance appraisal as the breakthrough point.G university is selected as a sample to be discussed in this paper.To begin with the analysis of the theoretical study and the achievements of practice in human resources management,this paper combines the management characters of colleges and universities with the revolution and development of performance appraisal and is guided by the theory of performance appraisal to built a evaluation system of the managers in colleges and universities.After a thorough analysis of university management personnel working characteristics,it takes the managers in G college as an object to study,which also takes the way to visit and survey questionnaire as a main clue.Thus with the in-depth analysis of a large number of documents find out the outstanding experience and the main problems of the management in colleges and universities.On the basis of analyzing all the questions and problems in different situations in the applicable methods of system analysis and dialectical analysis,in this paper appraisal concept,the principle of assess ment,examination mode,and the results of verification feedback are discussed in depth,and then puts forward the new performance evaluation model,goal responsibility of + 360 degrees.With combining practical work with testing new mode in practice,this paper analyzes the actual situation of management in G institute,and thus works out assessment standards and assessment method.The standard design of this paper mainly focus on five aspects,the morality,ability,diligence,performance,and honest and clean,new weight and the connotation are endowed with the new target responsibility book + 360 degrees performance evaluation model.It is also verified by testing in selected position and the results got most of the manager's approval.Then from the perspective of university personnel system reform and development,this paper deeply analyzes the method and measures in improving work performance and quality of college management cadres.It also based on the new target responsibility of + 360 degrees performance evaluation model,with the model of performance appraisal after integration,evaluates the middle management cadres of secondary college in G school,and also improves the evaluation table by using the new improvement.
